Abstract
Public attention is attracted widely by citizens to the “community-based integrated medical care systems to all generations”. This social security policy is scheduled for execution during the period 2025-2040 in Japan. After a half century since the initial social insurance policy for the people had been trusted, the central government is confronted with dilemma in sustainability of “universal health insurance system” principles and cost explosion.
The message is apparent in the new policy that prefecture governments and communities shall overcome the problem rather than agency. Ecosystem strategy is best suited for the solution in the context that the primary actor could organize the symbiotic alliance if complementary players agree to join in platform. DX leadership is mandatory to enjoy advantage in integrated medical/care services, time/cost saving by digital platform linked to cloud and AI. P2M is essential to ecosystem scheme, system and operations for platformers.
