Abstract
Various regional issues are emerging due to population decline, low birthrate and aging population, as well as stagnation of the regional economy. Therefore, there is a demand for regional management that enhances the attractiveness of the region by creating new regional values through the utilization of various regional resources, based on collaboration among diverse stakeholders. In this study, we analyzed the case of Aya Town, Miyazaki Prefecture, famous for its town development in harmony with nature, from the 3S model of P2M and creative integrated management. Aya Town had a strong leader with the ability to execute, and the community development program was implemented through the 3S model. In particular, we believe that this is an example of the effective functioning of a self-governing community center platform that enhances the autonomy of participating stakeholders. From this case study, we examine the management of building a program for community development using natural resources.
