Abstract

Armed conflict presents the world with the one of its most formidable obstacle to education and development. Through the discussions and experiences in 1990's, international community has come to take active responses to conflict-affected people to ensure their rights of education. In emergency and reconstruction phases, various actors such as the UN, humanitarian agency, development aid organization, NGO are working around with different missions, schemes and time frame. In 2000, INEE is established as inter-agency network in order to promote collaboration amongst those actors. INEE’s main networking vehicles are its website and list-serve. Through communication, information management and dissemination, resource development and the distribution of materials, advocacy, development of minimum standards, INEE promotes improved collaboration and effectiveness in education response in emergency and reconstruction. To cultivate a dynamic network and facilitate further contribution, particular points need to be much more aware of and addressed in INEE’s future activities and programs: to see the early response as a critically important dimension of national reconstruction; to identify and take necessary means for unmet needs and imbalance of current response by international community; to facilitate values of diversity in collaboration amongst various actors and conflict-affected community and people.
