    In this essay, the writer discusses the progress of voluntary activities in Japanese school, referring to the situation of the postwar educational reforms in Japan. The paper includes the issue that there have been two principles in education since then; teaching knowledge based on the idea of methodicism, and learning through practice in the society supported by a concept of experimentalism. It also deals with the social context of controversy over the hoshi (service) and volunteer. In addition, the writer presents the insight which creates new aspect of school education regarding the true meaning of voluntarism over the dilemma of setting required subjects or respecting spontaneous learning.

    This research has a purpose of clarifying a problem in case of practice of the Volunteer-Learning of the higher education and getting knowledge about the curriculum system of the Volunteer-Learning. At this article, through the content analysis with the volunteer subject which is begun in the university and junior college, it considered about the actual state of the Volunteer-Learning of the higher education. The following various points became in the clarifying when investigating the start status of the volunteer subject to all national universities and junior colleges in 2003 and analyzing the result. A lot of fields of the social welfare are attended by the education contents but it is handling the field of the various volunteers. As the way of educating, the lecture form and the non- lecture form intermingle variously. There are many ones that the aim of the subject deepens understanding about the volunteer and the result can be achieved for the most part, To utilize the autonomy of the student becomes a problem.e.t.c. The diversity with volunteer itself stood out in relief once more but it is possible to say that the academic establishment having to do with the volunteering and the systematizing of the curriculum become a problem about this thing, too.

    Japan Overseas Cooperation Volunteer (JOCV) project established in 1965 have had 28,836 volunteers for 41 years through 83 countries (July 2006). The aim of this project is the contribution for the society and the economics in the development countries, In addition, it is purposed to return a part of the experiences to Japanese society, to work for cultural exchange between the countries and Japan and to encourage the youth. In this research, we analyzed the reports of 118 volunteers who participated in 1999 or 2000 as a science or mathematics teacher, or an elementary school teacher. In analyzing them, we used seven key words. After classifying the data of the reports based on their notices and subjects through their activities, they were categorized four key words; language, forms of activities, targets of activities and matching. In this thesis, we clarify the results of data through analyzing the reports. Thus, we suggest the necessity of analyzing the reports of JOCV and the possibility of utilizing the reports as disclosing to know the JOCV activities for the people in Japan.

    Armed conflict presents the world with the one of its most formidable obstacle to education and development. Through the discussions and experiences in 1990's, international community has come to take active responses to conflict-affected people to ensure their rights of education. In emergency and reconstruction phases, various actors such as the UN, humanitarian agency, development aid organization, NGO are working around with different missions, schemes and time frame. In 2000, INEE is established as inter-agency network in order to promote collaboration amongst those actors. INEE’s main networking vehicles are its website and list-serve. Through communication, information management and dissemination, resource development and the distribution of materials, advocacy, development of minimum standards, INEE promotes improved collaboration and effectiveness in education response in emergency and reconstruction. To cultivate a dynamic network and facilitate further contribution, particular points need to be much more aware of and addressed in INEE’s future activities and programs: to see the early response as a critically important dimension of national reconstruction; to identify and take necessary means for unmet needs and imbalance of current response by international community; to facilitate values of diversity in collaboration amongst various actors and conflict-affected community and people.

    Japan International Cooperation Agency (JICA) can dispatch JICA volunteer experienced person for support of the development education. It is expected to make students clarify on international cooperation volunteer. Moreover, it is thought that it is an effective study method to use an interactive Internet tool like E-mail and the Social Network Service, etc.
