A portable Electronic News Gathering system has been developed. Using very low bit rate transmission system "Quality Motion" and reliable file transfer algorithm "Resume FTP", it compresses NTSC video and audio into about 28.8Kbps-512Kbps and efficiently transmits compressed audio-video data and supplementary information through various network such as PSTN, ISDN, mobile, the Internet, and LAN etc. This system is based on server-client model and can be realized by a lightweight notebook PC for a transmitter and desktop PC for a receiver.
