Rapid prevalence of internet technology have been greatly enhancing transmission and browsing of multimedia data over the Internet. Especially, due to recent progress of video compression algorithms, various kinds of video delivery systems over the Internet have been emerging. In this paper, we describe a PC-based "Quality Motion" encoder for the Internet video transmission.
