Abstract
This paper proposes a partial MPEG video scrambling method that is applicable to a new digital content protection scheme, i.e., digital content duplication with gradual degradation, which requires a capability of quality control with arbitrary strength. The proposed method introduces a new threshold determination algorism for video scrambling based on the pixel variance of a partial area. Experimental results showed that the subjective quality degradation incurred by the proposed method was proportional to the value of the threshold
