A comprehensive partnership agreement is an agreement between a local government and a business to cooperate in a broad range of areas. In recent years, the number of comprehensive partnership agreements in Japan has increased. Therefore, this study examines the prospects of such agreements between local governments and businesses. The findings show that specific projects are proposed after the comprehensive partnership agreement has been concluded. In other words, specific projects are not stipulated before the partnership commences. Moreover, conventional partnerships between local governments and businesses are concluded with specific projects in mind. However, the aim of such proposals under a comprehensive partnership agreement is not to resolve issues that are apparent but to determine the latent expectations of local communities. In this regard, both local governments and businesses must be efficiently structured to leverage the comprehensive partnership agreements.
