When I presided compliance administration of a Regional Development Bureau of MLIT(Ministry of Land, Infrastructure and Transport) in 2007, I advocated the idea of “Organizational Health Building” based on my own study, and promoted measures I worked out myself. As a result, a favorable attitude to compliance spread amongst the staff, an unusually high number of internal information reports fell to a normal level, and from that time till now there have been no serious untoward events. This study arises from that empirical evidence, and explains that it is possible to understand the basic nature of compliance management as “Organizational Health Building (OHB)”. This is a risk management procedure requiring comprehensive measures, early detection and quick response. Accordingly, I will make clear a basic strategy concept for practical and effective compliance management.
