Abstract

Franklin D Roosevelt (FDR) developed First New Deal Policies which were often introduced even in Japan. FDR's Second New Deal had been, however, seldom referred in Japan. Arts and cultural programs in Second New Deal marked the U. S. government's first big, direct investment in arts and cultural development, initiated by Works Progress Administration (WPA); Federal Arts Project, Federal Theater Project, Federal Music Project and Federal writer's Project. This paper makes suggestion to Japan's arts and cultural policy and fiscal policy by introduction of Second New Deal's cultural programs, which enhance not infrastructure, but cultural capital and stocks.
