Abstract

ABSTRACT : The purpose of this paper is to analyze gavernmentality of environment on the state and local level in Costa Rica. Using a concept “eco-governmentality” that is expanded on Foucault’s concepts of governmentality, we explain the making process of the resource management regime in the state and reveal local community’s reaction against regulation of resource use under the regime. The research site Ostional village is known as marine turtle’s nesting site and have been practiced the collaborative resource management by the local community and conservation area. Through the case of Ostional, we reconsider the arguments of “eco-governmentality” that have been considered what the local people is the object of “governmentality from above”
