ABSTRACT:One of the reconstruction projects following the Great East Japan Earthquake is a project to move victims to higher ground. At the core of this project is whether the people could build a life and community after moving to higher ground. This research clarified the existence of jobs for which stable income could be anticipated and the work in community consciousness through retaining such jobs in settlements after moving to higher ground through local surveys of persons subject to moving to higher ground in 16 areas in Ogatsu-tyo, Ishinomaki City.
