ABSTRACT:In recent years, new marine use projects for solving global environmental problems and energy problems have been eagerly promoted, and therefore measures for coexistence with local fisheries are required. In this paper, we examined the requirements for coexistence between fisheries and new ocean use development by analyzing the process that the fisheries sector acceped the deep sea water development project of Kumejima. The following results were derived; (1) The project is a project with extremely high local public interest that has developed the local industry of Kumejima. (2) With regard to a new regional resource, i.e. deep ocean water, high fishery value was created through the technical development of aquaculture production, its transfer, and the mechanism of practical application. (3) The fact that the initial project purpose of deep ocean water development was mainly fisheries use and that it was defined that it would contribute to regional development encouraged fishermen's active participation and extremely smooth consensus building. (4) For deep sea water development of Kumejima, cooperation between politicians and administrative staff (including researchers) that have gained the trust of fishermen worked effectively.
