To cope with global climate change and global warming, the discharge of CO2 and other green house effect gases must be controlled. However, traditional environmental law, which consists of pollution control regulations and compensation for environmental damages, is not effective to these kinds of global environmental problems. New methods for environmental conservation are needed.
The utilization of economic incentives, such as tax, charge, subsidy and transferable emission permit ("Eco -right"), are proposed to be the most realistic and effective technique. Though, there are some difficulties to be overcome.
