The Process of the Alteration of "Media Literacy" in Japan : In Relation to the Discourse on "Media Education"

Abstract
The purpose of this paper is to show that the meaning of "media literacy" was changed in arguments about "media education" in 1980s in Japan. By this change, many practices without the factor of critical thinking are regarded as "media literacy education." Many teachers have been confused by this situation. In Japan, "media education" has contained both "audiovisual education" and "broadcasting education" since 1980s. And all practices about "audiovisual education" or "broadcasting education" were regarded as "media literacy education," because "media literacy" is the ability to be learned through "media education." We should think about the origin of "media literacy" with critical thinking.
