The purpose of this paper is to encourage efforts by travel agencies toward universal tourism. First, through looking back on the project to promote universal tourism implemented as a matter of policy by the Japan Tourism Agency since 2011, we compile and list the results of questionnaires and monitor surveys that have been carried out together with other deliverables such as manuals, and understand the current situation. Next, we summarize the issues that have emerged from the results of the latest projects by the Japan Tourism Agency to support the commercialization of universal tours, and propose the strengthening of cooperation between travel agencies and local universal tour consultation desks to take advantage of the features of their respective lines of business.
