Bandar Lampung as the capital city of Lampung Province has significant problems in controlling the growth of private vehicles. The growth of private vehicles is increasing year to year and leads to the development of flyovers as it's solving which eventually causes more problems. The existence of flyovers in Bandar Lampung City causes the presence of negative space under it. That negative space formed a slum area that tends to be used for negative activities. Kali Balok flyover is the best example for this case. On Kali Balok Flyover's under space occured activities such as illegal trading, criminalities and illegal parking Moreover, on the edge of flyover road occurs activities which are not properly happen like socializing and refreshing. Unfortunately, many people do not notice the dangerous of those activities. Therefore this research will direct and move people to do activities only on the under space and arrange that space to be a place that can be useful as public space. Using qualitative - explorative methods, this research will first analyze user preferences of the use of flyover and their expectations and then design it as a public space.
