Efforts to formula Individual Evacuation Plans for the Elderly who Need Evacuation Support in the Event of a Disaster

Based on a Survey of Municipalities in A Prefecture

Abstract

The Basic Act on Disaster Management revised in 2021 obliges municipalities to make effort to formula individual evacuation plans. Based on a survey of municipalities in A Prefecture, this study examines the current status, challenges, and solutions in efforts to formula individual evacuation plans for the elderly who need evacuation support.

For municipal efforts to promote the establishment of an evacuation support system for residents in need of assistance in evacuation, this study revealed the current status and challenges in the following points:（ 1） provision of information on lists to welfare professionals,（2） establishment of an evacuation support system by the community and related parties including professionals, and （3） securing evacuation sites.
