The organizational characteristics of public-owned enterprises in China were investigated by using communication context 4-type model proposed by S. Hiramatsu. In addition to general features, several individual features were also examined, including the features in different ownership and types of business among firms, the features in different hierarchies, educational backgrounds and age-groups among employees. The questionnaire data shows a very complicated situation. Being a general feature, two types of low context are dominant and, two types of high context are highly mixed. It is different from the definitive conclusion drawn by E.T. Hall(1976), in which Chinese culture is regarded as a high-context based one. On one hand the tendency towards low context indicates the adaptability to productive business; on the other hand the high degree of high context implies the potential adaptability to operational business.
