Prevention of land speculation, as well as redistribution of land ownership had been important political issues in Korea. Recently, Korean government has introduced land policy reform measures, basically composed of 3 new laws; urban residential land ceiling act, capital gains tax and the excessive land value increment tax. This paper aims to report on evaluation of perceived impacts caused by the new laws. In order to investigate people's perception on what are happening, questionnaire is distributed to well-informed people. Findings are as follows: Firstly, many people are insisting on revision to increase efficiencies of the new laws, although they are recognizing effects of the laws. Secondly, it is impossible for us to anticipate redistribution of land ownership under new tax system. Thirdly, it is necessary to improve capacity of public administration, in order to maximize desirable impacts in land use especially. Morever, it is necessary to encourage awareness of citizens.
