Lack of community acceptance is one of the factors which has hindered further expansion of wind energy. So far, as many as 76 environmental conflicts related to wind power developments have occurred in Japan. This article discusses major issues affecting community acceptance in terms of environmental and socio-economic aspects. This paper elaborates on crucial factors regarding environmental aspects, with a particular focus on project, site and impact characteristics. It highlights an alternative consideration that was an effective measure to ensure the accountability of procedural justice. Raising acceptance by improving participatory opportunities alone is somewhat limited, while plan modifications and non-physical actions can alleviate local stakeholder opposition. As a zoning system could promote a smooth introduction of renewable energies, further discussions appear to be necessary, particularly concerning centralized vs. decentralized implementation, and how to ensure consistency between climate and renewable policies.
