The number of solar power development projects has been rapidly increasing after introduction of the FIT system. Since many local citizens are concerned that solar PV projects could destroy the landscape and environment, as well as cause landslides or other disasters, Nagano Prefecture has been introducing legal measures and policies to ensure that solar PV projects maintain harmony with the local environment. The environmental impact assessment ordinance and the ordinance for landscape preservation were both amended to add a certain scale of solar PV projects as the subjects of examination. An additional consensus building process was also introduced in the forest development approval system. Nagano established a manual for solar PV projects in municipalities and business sectors, and most municipalities have introduced ordinances or guidelines for small- and medium-scale solar PV projects in order to maintain harmony with the local environment. These measures may help developers reduce adverse impacts on the local environment and landscape, but further effort will be necessary for local communities to readily accept solar PV projects.
