For this study, I developed an analytical framework covering representative methods for reflecting the Sustainable Development Goals (SDGs), the 17 Goals set by the UN in 2015, in administrative planning from the perspective of SDG mainstreaming. Using this analytical framework, I conducted a questionnaire survey of 62 special wards, cities, towns, and villages in Tokyo, and found that some municipalities have not only “organized the correspondence between policies and the SDGs,” but have also progressed to the stage of utilizing the “integrative nature” of the SDGs. This study also introduces a framework I developed that can be applied in practice. It discusses the factors that have led to only a small number of municipalities utilizing the SDGs with “integration” from the perspective of knowledge utilization theory. The study argues that in order for public administration to utilize the SDGs, further development of the SDGs is required, including discussion regarding the integration of theoretical knowledge with empirical and field knowledge through collaboration with research institutions and the exchange of knowledge of different positions through public-private partnerships.
