A low carbon type city and a community development of our country will enter a new era after The Great East Japan Earthquake on March 11, 2011. This is because energy policy selection pressurizes us to select the fadeout the nuclear power reactor here in Japan. When a nuclear power reactor fadeout is chosen in near future, we have to be dependent on thermal power generation until the arrival of the new age that will be greatly supported by natural-energy power-sources. Usually, the thermal power generation discharges CO2 so much, greater or lesser depending on the kinds of thermal energy sources. When low-carbon type city and a community development will be planned from now on, it is necessary to achieve not only CO2 reduction but reduction of an environmental impact in all scenes. In this paper, while illustrating the policy issue corresponding to the degree of matureness of the city and the community development projects, I would like to introduce a case of the low carbonation and eco-friendly urban redevelopment project actually planned and carried out in the center of Tokyo.
