This paper contributes a discussion of archeological sites conservation system to urban development. Theoretical framework of impact assessment, which is one of the application of systems analysis, was applied as the analysis framework. Through the description of the local governmentsʼsystem, the current situation has been clarified that screening system and feedback system have not been sufficiently installed.
