Nowadays, we suffer from several disaster such as earthquake, typhoon, landslide and the COVID-19 pandemic. We have just to address these unpredictable disasters. In this paper, I discuss a “nudging” for reducing disaster losses. Specifically, I show that a private insurance lead rugged construction by properly assessing a disaster reduction performance. And I show there are several institution and mind that inhabit to create a compact city. I consider a strategy for creating rugged and efficient region to be necessary.
