賃貸住宅管理業法とマスターリース契約における賃料減額請求

～借地借家法の改正と所管変更の提案～

抄録

In this paper, I critically discuss the Act on Appropriate Management of Rental Housing （Chintai Jutaku Kanrigyou Hou, in Japanese） and consider the measures that should be taken to solve the problems in master lease agreements. Then, I propose to revise Japanese Housing Tenancy Law and to change the jurisdiction of the tenancy law from the Ministry of Justice to the Ministry of Land, Infrastructure, Transport and Tourism.
