In this paper, I critically discuss the Act on Appropriate Management of Rental Housing (Chintai Jutaku Kanrigyou Hou, in Japanese) and consider the measures that should be taken to solve the problems in master lease agreements. Then, I propose to revise Japanese Housing Tenancy Law and to change the jurisdiction of the tenancy law from the Ministry of Justice to the Ministry of Land, Infrastructure, Transport and Tourism.
