The purpose of this paper is to clarify the possibilities and problems of Equal Opportunity policy (EOp) by studying John Roemer, who tried to apply the principle of "leveling the playing field" to school finance and education system. The idea of Equal Opportunity relates to two principles in theories of distributive justice: one is ensuring primary goods and the other is the Difference principle. Roemer applied the latter and relocated the competition between productivity and Equality of Opportunity by using the theoretic model which groups people into some "types". Although his model still questions the responsibility, it can lead us to substantive, school-based Equality of Opportunity.
