The aim of the study is to get findings about the appropriate condition of the school board office for the function of teachers' consultant. I conducted a nation-wide survey of superintendents. I set three conditions which represent the scale of the school board to examine the effect on the function of the teachers' consultant. These are the number of teachers' consultants, the replacement of high ranking officials with an educational background and the employment style of teachers' consultants. I obtained some findings about the function of teachers' consultants, (1) Three conditions which represent the scale of the school board to examine the effect to the function of teachers' consultant; the number of teachers consultants, replacement of high ranking officials with an education background and the employment style of teachers' consultants have good relationship with the scale of the school board. (2) Among the three conditions, the replacement of high ranking officials with teaching careers has a good effect on the function of the teachers' consultant. (3) Among the three conditions, the number of teachers consultants and the employment style of teachers' consultants do not have a good effect on the function of teachers' consultants. Besides these findings, the result indicates another point of view that suggests that we should recognize these conditions as a construct of an organization.
