The primary purpose of this paper is to get an overview of the "New child care support system". The "New Child care support system" is slated to start in 2015. The national policy, that the mayor is now to have the responsibility for "early childhood education" is now clear. Therefore, the administrative organization of local governments will probably change in the future. The second purpose is to examine the jurisdiction of nursery and kindergarten by local governments, comparing the changes to 2010. It was found that they have shifted from the "separated" or "mayor-type" and "education board type". In the future, the role of the board of Education in "early childhood education" comes into question. The possibility of building a system of training nursery teacher is challenging.
