In the section titled "Museums, Educational" in A Cyclopedia of Education edited by P. Monroe, the Educational Museum of Japan was introduced as a pioneering model of such museums in the world. It was located in Tokyo, Japan, and was established in the earliest part of the Meiji era. Seiichi Tejima administered this innovative museum for ten years with the support of several Ministry of Education officials, two of whom were Fujimaro Tanaka and Ryuichi Kuki. Under Tejima's guidance, the Educational Museum flourished. However, it almost closed during the tenure of Arinori Mori when he was the minister of education. After that, the museum was dormant for a long time until it was revived by Gentaro Tanahashi to fulfill its educational functions. The paper will explore the educational policy under which the museum was created and developed. In addition, the paper will clarify the distinctive features of the Educational Museum through examining Teshima's museum management.
