The troubles around the social discrimination are complicated by the fact that between the two parties of that trouble there is no understanding without realizing it.An opinion poll on the people's attitude to "Dowa Problem"was conducted by government.It included a question about people's attitudes to the solution of "Dowa Problem".The pre-coded 6 alternative answers to this question are:1.As this is the problem of "Dowa districts", we have nothing to do with it.2.As we have nothing to do with it, let things take their course.3.Though we have nothing to do with this problem, there is nothing for it but to be solved by someone else.4.As this is a problem concerning the basic human rights, we, as a citizen, must do something to resolve it.5.We have never considered it.6.All the rest.Concerning the evaluation of this poll, Prof.Yokoshima, one commission of the Chiiki Kaizen Taisaku Committee, says that the statistical ratio 43.1% of the 4th alternative shows that Dowa Problem has already become widely understood, and that it is the results of Dowa Taisaku, but we can conclude from the structure of answers that 6 alternatives are classified into only one answer;namely."Dowa Problem"has already been settled.Such a misunderstanding is caused by lack of a common frame of reference to define "social discrimination", which is made of two axes:one is made of actors, the other made of a field of action.In the most formal meaning, "social discrimination"is defined as such a fact that one party has an effect on the other party not to participate in is own society.In this case, society is a space experienced by actors, and its devided into three dimensions;social relation, social group, and total society.The social group to make a total society as a total society is called a state.Social discommunication is caused by taking one level of dimension for other level.
