The human behavior is related to the environment semantically.The environment has the dual goods, namely physical goods and information goods.Therefore, in the management of conflicts on the environment development, it is important to coordinate the value of information from the environment.Regarding information goods as important, we have to recognize that the environment is not only public goods, but club goods.The process of plan formulation functions the system to combine club goods.We analyze the dynamics of group interests by simulation game that is an experimental communication tool, to simulate the process of combining meanings of information as club goods.The results of our study seem to indicate the validity of the simulation game as an important aid to comprehensive environmental management planning.But, in case of not indicating the rational bases, we have to search for the forcal point that is a tacit understanding between the two of them, and expand communication channels.
