NISHINOMIYA CITY that is 500,000 population cities has made all backbone systems in the agency including the basic resident register from staff's hand. Therefore, the entire system finishes beautifully, and the mechanism that can be efficiently maintained by the few people. However, it came to shift from the host system at COBOL center to the Web system of an open system staring at the future, and application was started from the senior citizen medical insurance system of the latter term that had been enforced as the beginning in April, 2008. When the Web system was adopted, rich client Biz/Browser was employed. The evaluation after the outline and the operation of the note and the system that develops on making to Web start is considered.
