The aim of this paper is to analyze how to encourage civil participation at e-government in Japan. First, this article surveys histories of e-government in Japan, and confirms that Japanese e-government development policy gives priority to the digitalization of public administration. But this article assumes that e-government consists of digitalization of public administration and civil participation. Second, this article analyzes 'Revised Local Autonomy Law' and 'Public Offices Election Law' in Japan, from the view point of interpretation of a law. Third, based on the analysis, it examines how to encourage civil participation, especially political participation, by using ICTs, and considers how to revise those laws. Finally, it concludes that more research will be required in order to encourage civil participation at e-government.
