This paper presents the overview of today's studies about public cultural facilities from the standpoint of the "citizen autonomy" and the impact of such a standpoint on today's town planning. Recently community formation through cultural activities is attracting people's attention. Going back to the history of community making through 'culture', we can see the origin of these attempts in cultural administration in 1970s. Cultural administration in 1970s had an attitude of "citizen autonomy", which tried to reorganize the whole community including its economy, social issues, and politics by means of civic culture.
