Abstract
This paper aims to clarify, the concepts of cultural policy and arts management, their difference/similarity, mutual cross or duplication. Firstly, the paper adjusts these two concepts, and examines that the three forms on cultural policy (administration of supporting arts and culture, cultural properties protection, establishing cultural institutions) are the functions appearing as arts management, and inspects that the arts management is unfolded as the dynamic side, including these forms inward. Secondary cultural policy is grasped as actual condition of "leistungsverwaltung" (benefit-administration), considering that it has characteristic of arts management. Thirdly, the concepts/disciplines of study of cultural economics, arts management and cultural policy are adjusted, and then mutual relations between study of arts management and cultural policy are closely related as a practical field.
