We define Goal Seeking Systems (GSS) on State Transition Graph (STG) and Strategic Goal Seeking systems (SGSS) generated by GSS.It will be proved that opitimum plans of STG equal to optimum strategies of SGSS in a sense.The fact shows the system theoretic meanings of Dynamic Programing in the mathematical programing.
