Abstract
Web based information systems tend to change and evolve over time after the initial development. To perceive the development process of WIS from a long-term viewpoint is an important subject in WIS development methodology research. In this research, we examined the characteristics of continuous development and maintenance of local government Web sites, which are important communication channels between local governments and residents, and tried to find the way to establish effective processes for local government Web site development and maintenance.
