Abstract
Now, Japanese government and the local governments tackle the policy of "e-Japan" and the "e-local government" as a pillar of public works. In this, the administration document file management system is functioning as information retrieval means in an official information disclosure system. On the other hand, this system has also generated the problem that it is not fully functioning as a means for the information sharing in a governmental agency. Then, the purpose of this research argues how an administration document file management system can function as an information sharing means in administrative organization. Moreover, the problem is considered and the requirements for functioning as an information sharing means will be found out.
