In 2001, the Basic Law for Building an Advanced Info-Communications Network (Basic IT Law) was enacted in Japan. So, every department of the government has been responsible for proceeding e-gov, promoting paperless, simplifying work processes, cutting red tape. Even now, we can see the business process are "paperwork" mainly, in the government offices. They often send only notice letters with electronic media, moreover the receivers print these letters out in almost. Almost of all officers make decision with paper and stamp. I present my observation about computerization above inside the government offices, and study the Inhibitive factors of e-gov.
