Information technologies are becoming more vital for the development of SMEs. Different levels of economy development of Japan and Uzbekistan determine different level of IT utilization. Moreover, not only the current situation, but development objectives are also different. For Uzbekistan it is more important to create up-to-date IT infrastructure, whereas for Japan it is to make complex software widely available for any small company. Uzbekistan should repeat the way of Japan in development of SMEs as a whole, and IT in particular, while Japan is up against challenges of technological innovations, and introduction of new forms of organization.
