Questionnaire survey has been one of the main means to surface the needs from local residents for local governments and survey results have been utilized to make policies or measures. In this study, based on a research result that questions which ask satisfaction and importance level for residents living environment items by means of ordinal scale tend to overestimate their needs, we propose an introduction of evaluation dimension of willingness to share of the cost and show some survey results from questionnaire we conducted in Minamiawaji City in Hyogo Prefecture in 2009.
