Abstract
Local governments implement various environmental policies. In order to formulate effective policies or verify the effectiveness of policies, it is essential to measure the environmental performance of local governments. However, there have been few studies that demonstrate the environmental performance of local governments. The purpose of this study is to demonstrate the environmental performance of local governments quantitatively. In addition, we discuss the relationships between environmental policies and environmental performance of local governments. This study collects the data of the releases and transfers of chemical substances in the PRTR in addition to the data of shipment of products, capital input and labor input. The environmental performances of local governments are calculated by data envelopment analysis (DEA).
