Abstract
In order to provide the nicety administrative services corresponding to each citizen's situation, it is a very important policy concern in the electronic administration of our country to realize the National ID System that can be used widely in government-and-people service.
In this paper, administrative services were arranged for each individual event, and we analyzed those individual events based on frequency, number of citizens involved, number of procedures for the event and so forth. Then we classified those individual events using homogeneity analysis.
Based on these classifications, typical administrative services are clarified and we propose which individual event should be deeply investigated based on the classification.
