Abstract
Multiple local governments have been required to use mission-critical systems jointly because of financial difficulties. Recently the improvement of packaged software and the development in the form of cloud computing have led a new cooperatively-formed organization to arise and develop. A survey on these cooperatively-formed organizations has shown that, in each cooperatively-formed organization, there are some features such as (1) differences in the purposes, (2) differences in the circumstances of formation, (3) differences in the review of operations and priority allocation of packaged software, and (4) differences in the relationship among the local governments in cooperatively-formed organizations .The study is to aim to clarify the differences in the factors concerning the typification of local governments' joint mission-critical systems and break them down into patterns.
