Abstract
In this paper, the reason why Japanese lack leadership ability and crisis management does not work is examined in terms of Japanese traditional thought. Then, we realize that Japanese have an excellent ability to solve the concrete problem in front of them. By combining these features properly, an effective society strong against a disaster can be created. Being asymmetry of information between the central and local governments, the usual political power structure should be overturned. The latter handles the restoration and the former supports the latter. This political structure works well by introducing the concept of Autonomous Decentralized Systems now used in industry. This approach may be quite effective as a policy when the social system suddenly collapsed.
