Why does the government of Japan hate prototype design & development?

Abstract

There are many constraints (i.g. one-year budget system) in the
Government procurement process on IT. And more, the Government has low
ability for IT procurement, low ability development and procurement
system.
Nevertheless, I must admit that the prototype design &
development, which is easier to understand the IT system than that of
the Waterfall and takes higher level of satisfaction, is not
disseminated in the Government.
I will present the reason why prototype design & development has
not been taken by the Government, and the conditions necessary for the
dissemination based on my experiences.
