Abstract
In recent years, “Shopping refugees" are increasing in Japan. “Shopping refugee" means people which has difficulty shopping because of abolition store and transportation. A lot of measures have been taken by many companies and local governments. This research aims at proposing what are causes of “shopping refugee" problem and whether those measures are essential to solution to that problem.
This paper clarifies that "shopping refugee" problem has arisen out of interactions between social environment factors and individual factors. This paper also classifies measures taken at present, and elucidates the majority of those are temporary solution requiring continuous financial support. Furthermore, we discuss cases and conditions for sustainable measures
