Abstract
Fusion of business and ICT (Information and Communication Technology) is one of the key issues not only for large enterprises but also for Small and Medium-sized Enterprises (SMEs). To encourage business-ICT fusion, SMEs need to understand current status of business-ICT fusion and close the gap between the goal and the current level. The purpose of this study is to propose a business-ICT fusion assessment framework for SMEs. The Balanced Scorecard (BSC) suggested by Kaplan and Norton is introduced to the assessment framework. Top management leadership, infrastructure, risk management, outsourcing, and communication constructs are assessed in four perspectives of the BSC. Business-ICT fusion level is measured using four levels based on the four stages which METI suggests to assess enterprise's ICT management level.
